Cheng Kai, president of the China Disabled Persons' Federation (CDPF), was in Hainan province from Jan 20-24 to visit persons with disabilities who are living in difficult circumstances.
During his visit, Cheng inspected disability-inclusive businesses affected by last summer's typhoon and conducted research on the work undertaken by persons with disabilities in the province.

Cheng visited families of persons with disabilities facing difficulties in rural areas and toured employment, rehabilitation and other service institutions for the disabled, where he listened to opinions and suggestions from grassroots communities.
Cheng also inspected highway service areas, cultural and tourism facilities, and hotels to observe the building of a barrier-free environment. He stressed the importance of fully implementing China’s Barrier-Free Environment Creation Law and accelerating the improvement of both construction and management standards. He stressed the need for a barrier-free environment to become a component of high-level development and social progress in the Hainan Free Trade Port.
Cheng added that the cause of people with disabilities should be integrated into the broader framework of the Hainan Free Trade Port, contributing to the improvement of social values and civic engagement in the region. He insisted that the CDPF will continue to support the development of services for persons with disabilities in Hainan, ensuring that the benefits of social and economic progress are shared by people living with disabilites.
Cheng further emphasized the need to complete the goals and tasks outlined in the 14th Five-Year Plan (2021-25) for persons with disabilities and stressed the development of a more comprehensive social security and care system in the formulation of the 15th Five-Year Plan (2026-30) to continuously enhance the well-being, happiness, and safety of people with disabilities.
During his stay in Hainan, Cheng held discussions with local government officials at various levels. He also attended a cultural event with persons with disabilities in Haikou, capital of Hainan, and gathered feedback from government departments and disabled persons’ federations in Sanya regarding the upcoming 15th Five-Year Plan.
