Established in March 1988, the China Disabled Persons' Federation is a national umbrella organization for persons with diverse disabilities. The CDPF's mission is to promote the full participation of persons with disabilities in society equally with others, ensure that persons with disabilities share in the material and cultural achievements of society, and foster humanitarianism across society as a whole.
The CDPF performs three key functions: represent the common interests and safeguard the rights of persons with disabilities; provide comprehensive services to persons with disabilities; and, as commissioned by the central government, supervise the administration of disability-related affairs.
The highest governing body of the CDPF is its National Congress, which convenes once every five years. When the National Congress is not in session, the Presidium elected by the congress is responsible for implementing its resolutions and leading the work of the CDPF.
The CDPF has established local organizations at various levels in accordance with the country's administrative divisions. In addition, associations or groups for persons with disabilities are set up within residents' committees, villagers' committees, and enterprises and institutions with a high concentration of persons with disabilities.
