National disability prevention conference held in Beijing
The National Working Committee on People with Disabilities under the State Council held a conference via video link in Beijing, on Aug 23, to strengthen disability prevention and the implementation of the National Disability Prevention Action Plan (2021-25).
In her speech at the meeting, Zhang Haidi, vice-director of the National Working Committee on People with Disabilities under the State Council and chairwoman of the China Disabled Persons' Federation (CDPF), said that disabled persons' federations at all levels across the country should put people and human life first, promote the work on disability prevention, reduce the occurrence of disabilities, minimize disability-related pain, and help disabled people and their families better cope with difficulties in daily life.
The conference noted that since the 18th National Congress of the Communist Party of China (CPC) in 2012, the CPC Central Committee has always placed people's health high on the development strategy and made new historic achievements in disability prevention. Major causes and risks of disability have been brought effectively under control through the implementation of the National Disability Prevention Action Plan (2021-25) and preventative measures.
The country has taken action to further strengthen its institutional building of and policy support for disability prevention, reinforce the publicity and education, enhance public awareness of disability prevention, safeguard public health, promote the implementation of the Healthy China initiative, and advance the building of a moderately prosperous society in all respects.
The conference stressed that the tremendous changes in China's economic and social demographic and the health sector have had a profound effect upon the disability prevention work in the new era.
The CPC Central Committee and the State Council have set new and higher requirements on safeguarding people's health, while the public have also raised their expectations for leading a better life. Strengthening disability prevention is an important mission to promote the implementation of national development strategies in the new era. It is a practical task to meet public demand for creating a better life, and an inherent requirement to advance the cause of disabled people. All regions and government departments should thoroughly understand the importance and functions of disability prevention, raise their sense of mission and urgency, and earnestly carry out the important instructions, the policies and decisions of the CPC Central Committee and the State Council in the work on disability prevention.
The conference emphasized that disabled persons' federations at all levels should correctly grasp the direction and requirements of disability prevention work, adhere to systematic approaches in the prevention and control of disability-related risk factors, focus on key links in the improvement of people's sense of gain, happiness and security, promote the high-quality development of disability prevention through reform and innovation, deepen the participation of the public in disability prevention, underscore governmental obligations, and bolster policy support, supervision, publicity and guidance in the implementation of the National Disability Prevention Action Plan (2021-25).
Representatives from the provincial working committees on people with disabilities in Zhejiang and Qinghai shared their experience and practices in disability prevention.
Zhou Changkui, vice-director of the National Working Committee on People with Disabilities under the State Council, and president of the Board of Executive Members of the CDPF, Li Bin, vice-minister of the National Health Commission, Liu Zhao, vice-minister of public security, and Xu Jia'ai, vice-minister of emergency management, also attended and addressed the conference. Zhang Weixing, secretary-general of the National Working Committee on People with Disabilities and vice-chairperson of the China Disabled Persons' CDPF, presided over the conference.
