Department of Rights Protection

Responsibilities: To assist in research and the drafting of laws and regulations on protecting the rights and interests of people with disabilities and promoting the undertaking of people with disabilities; to supervise these laws and regulations' implementation; assist in handling motions and proposals of lawmakers and political advisers on the disabled; assist in training of legal staff and legal publicity, provide legal aid and services for the disabled; receive visits and letters from the disabled, and promote construction of barrier-free facilities.

Department of Liaison

Responsibilities: To conduct construction of the organizations for the disabled; assist local Party committees to manage the leadership of the disabled federations at the provincial level; make and implement training plans for workers for the disabled; learn about the circumstances of the disabled; manage and issue certificates for the disabled; contact, educate, cultivate and commend people with disabilities; guide services for the disabled at the grassroots and community level; organize volunteer activities helping the disabled; guide construction of the service facilities for the disabled at the community level; and undertake the daily work of special associations for the disabled.

Department of Rehabilitation

Responsibilities: To make and implement rehabilitation plans for the disabled; guide and coordinate work of rehabilitation institutions for the disabled; guide development, supply and services of products for the disabled; develop application of advanced technology in rehabilitation; conduct disability prevention; guide the work of rehabilitation associations; carry out academic exchanges; and organize training of rehabilitation staff.

Department of Education and Employment

Responsibilities: To assist in making and implementing education plans for the disabled; enhance education and conduct career training for the disabled; research and popularize braille and sign language; assist in making employment plans for the disabled, guide the establishment of welfare enterprises for the disabled; build up employment service networks for the disabled; organize poverty alleviation for the disabled; and assist in social security work for the disabled.

Department of Publicity and Culture

Responsibilities: To make and implement publicity and cultural work plans for the cause of people with disabilities, publicize national guidelines and policies on the cause of people with disabilities; provide reading materials and spiritual cultural products for the disabled; coordinate barrier-free information communication for the disabled; organize cultural and artistic activities for the disabled; guide the work of newspapers and other publishing and cultural institutions administered by the China Disabled Persons’ Federation.

Department of Sports

Responsibilities: To draft policies, regulations and development plans of sports for the disabled and supervise their implementation; guide and organize mass sport activities for the disabled; assist in hosting international sports competitions for the disabled; and guide the work of sports institutions administered by the China Disabled Persons’ Federation.

Responsibilities: To coordinate international exchanges of the cause of people with disabilities; develop and manage international cooperative programs; carry out international promotion; deal with daily foreign-related affairs; conduct cooperation and exchanges on the disabled-related work with Hong Kong, Macao and Taiwan; guide the foreign affairs of local disabled people’s federations.

Department of Finance and Planning
